BIOGRAPHY: From the Biographical Manual of the Twentieth Legislature of Nebraska, 10/11/1887.
"Hon. W.H. Conger, Loup City, Sherman county, [Nebraska], was born in Willsborough, Essex county, New York, June 12, [sic] 1840. He was educated at Fort Edward Collegiate Institute, New York.
"When the war began he went into service, enlisting in the 118th New York Volunteers, went south and served until his term expired. He subsequently carried on a transportation business on Lake Champlain, and was extensively engaged in the lumber business trade between the Lake and Montreal. He erected the first circular saw mill ever put in the Adirondacks, but a half mile from where unfortunate 'John Brown's body lies mouldering in the grave.'
"Senator Conger was married in the fall of 1863, and had seven childrn, all natives of the state of New York. In 1879, he buried his beloved wife. He then took his children and came west. They are still with him at his home in Sherman county. He settled in Loup City, March 1, 1883.
"Until the spring of 1885 he followed stock raising and then began the practice of law, real estate, and insurance. He had studied law in New York state, and was admitted in Loup City. In 1885, Senator Conger was a member of the House, representing the 50th district, including Custer and Sherman counties.
"In November 1885, he married his second [sic, third] wife, Mrs. Clemma Frock, of Carroll county, Missouri. She is a very estimable lady, and is connected with some of the best families of that state.
"His senatorial district is the 26th, and embraces Howard, Sherman and Buffalo counties. Senator Conger is a Republican in politics, an active member in his capacity and he will ably represent his district, and honor his position in this body. He was one of Senator Paddock's warmest and most indefatigable supporters, from first to last, in the great senatorial contest of last month."

OBITUARY: Clippings from an Edmonton, Alberta, Canada newspaper, regarding the death of William Henry Conger, states in part:"That his keen intellect, and versatile ability were recognized and appreciated by the people of Nebraska, was evidenced by the fact of his frequent election to the legislature of Nebraska. He was an enthusiastic G.A.R. man and exhibited this spirit in no small way, when he fathered and pressed through the legislature, the bill providing for the soldier's home in that state, one of the finest equipped and best managed soldiers' homes in the United States.
The late William Henry Conger was interested and influential in the admission of the Territory of Oklahoma to the Union as a state. He gave freely of his time and talent, both in Oklahoma and in Washington, D.C. He was a noted public speaker of rare ability. A first class entertainer, and one who could adapt himselt to any situation."

MARRIAGE: After his divorce William went to Fort Atkinson, Wisconsin and visited there for some time at the home of an uncle, Daniel Gilmore. It was there that he met, Mrs. Susan Wright Foote who became his 2nd wife. (CFA I, p. 509)
RECOLLECTIONS:
At an early age he shipped from Newbury Port, Massachusetts, on a whaling voyage which took him into the North Atlantic, into the Mediterranean Sea, around Cape Horn touching the Sandwich Islands, the North Pacific Ocean, Japan and back again by the way of the Cape of Good Hope off the south coast of Africa, thence north on the Atlantic to the home port. During this time he was the ship's carpenter, and about seven years was spent on the cruise. [Note: William Conger was married at age 19. If he spent 7 years at sea before then, he was only about 12 years old when he left on the voyage.]After this he went into business developing old water power, grist mill properties, improving them, operating them for a while and then placing them upon the market.
In his younger days he was a very rugged and hearty man. He was a warm-hearted man, true to his friends, and generous to all.
Early in life William Conger became a licensed exhorter of the Troy, New York Methodist Conference. He was also noted as a baritone singer -- a gift that he retained all his life.
Shortly after marriage to Susan, they settled in the vicinity of Eau Claire, WI, where William owned a large tract of timber. In 1870, this tract was badly damaged by fire, so William decided not to wait until the wood could be cut for timber. In the spring of 1871 he removed to Wells, Minnesota and engaged in bridge building, carpenter work, etc. In the fall of the same year he removed to Northwood, Worth, Iowa, where he engaged in the same line of business and remained there until his death in 1898.
During his residence at Northwood, Iowa he filled many positions of trust and endeared himself to the people by his straight forward blunt and upright manner. No one had more friends and no one one's death was more deeply mourned.

The Certificate of Disability for Discharge, dated 12 Jul 1862, described Rufus as 23 years of age, 5'10" tall, light complexion, grey eyes, light hair, who had been a farmer. He was incapable of performing the duties of a soldier because of "chronic Penenmonia [sic] and Epilepsia, extending over four months, and totally incapacitating him for military duty.
